Does Jane Silber as the new CEO report to Shuttleworth who is still holding the Ubuntu project leadership positions? How much freedom does Silber get to pursue Canonical business initiatives?

Shuttleworth is still providing the main financial backing.. Canonical is not self-sufficient. Will Silber be authorized to seek outside sources of venture capital to broaden the financial interests?  Is this role change an indication that Shuttleworth is decreasing the amount of financial support with the expectation that Canonical will need to start sinking or swimming on its own?
